Profile of ECWA Guest House, Kaduna South

Journey of one thousand miles begins with a single step. The dream of building the ECWA Mission Guest House by the Kaduna South DCC began a few years after the splitting of the then Kaduna DCC into three namely: Kaduna Central, Kaduna South and Kasuwan Magani. The idea came as a result of the meager financial resources available to the DCC. It was basically to provide accommodation for people and also raise revenue to help in sustaining the DCC.

DECISION TO BUILD THE GUEST HOUSE

The decision to build the ECWA Mission Guest House was arrived at on 3rd May, 2007, during a meeting of the then DCC executive which had the following people in attendance:

The executive constituted a Guest House Building Committee with membership as follows:

The committee was inaugurated on 7th June, 2007. However, the chairman, Engr. Joel Agwai, and a few members requested to resign their appointment into the committee due to several commitments elsewhere. They were replaced with the following:

  1. Joel Agwai was replaced by Elder Yakubu Shinkut
  2. Elder Samuel Takai was replaced by Mrs. Elizabeth B. Bahago
  3. Elder Ishmael Achi was replaced by Brother Samson Maikano
  4. Elder David Dikko was later co-opted into the committee.

COMMENCEMENT OF WORK

Having received their appointment letters on 5th November, 2007, the committee commenced work without delay and presented a proposal containing the following:

  1. A draft of Building Plan of two storey building with 32 rooms
  2. Bills of Quantity with an estimated amount of N25, 731, 330.00 that is divided into 5 stages.

The first was the foundation phase which was to cost five million naira. The executive approved the building plan and the income was sourced through the DCC Convention and a levy of N1000.00 on each member of the DCC.

On 11th November, 2007, the ground breaking along with the foundation laying were carried out and officiated by Rev. Daniel Dagyok, the then DCC Chairman and Rev. Ephraim Y. Piyak the then DCC Secretary. But soon after, the work could not progress due to non-availability of funds.

This led the DCC executive, under the new DCC Secretary, Rev. Yusuf Biniyat Jnr., and the Chairman, Rev. Daniel Dagyok, to constitute another committee on 26th January, 2010, with the following as members:

The committee carried out its work for two years and was dissolved for lack of commitment. The last committee that the Lord used to complete the project was constituted on 20th November, 2012, by the DCC executive as follows:

This new committee came in when the structure was still at the ground level. It was important for this new committee to review the work that was already on ground. Therefore, the following observations were made:

  1. Architectural floor plan was not in conformity with both 1st and the 2nd floors respectively
  2. Architectural floor plan did not match the building structure already on ground that is, the total length of the existing building structure is 23.160m, while the ground floor drawing is 26.930.
  3. The width of the veranda as shown in the drawing is in conflict with the veranda provided in the existing building.
  4. Structural drawing not in conformity with both the existing building structure and the proposed architectural designs.
  5. The 4 columns initially proposed to be introduced inside the conference hall at the ground floor will naturally interfere with the circulation space and the view within tile proposed conference hall.
  6. All the guest rooms proposed on 1st and 2nd floor have no ventilation.
  7. Total length of the proposed architectural drawing over-sized the site, making the escape staircase extended into the adjacent neighboring building property on the west side of the building.
  8. No provision of toilet for the actors/ actresses and also for the offices provided at the back stage of the conference hall.
  9. The four toilets initially provided in the architectural drawing within the stair hall at the entrance facing the eastern direction is impracticable construction wise as space cannot contain the 4 toilets as proposed in the design.
  10. Provisions of porter’s offices on both the 1st and 2nd floor are not necessary, hence excess provision of space.
  11. Neither mechanical nor electrical drawings were provided. Such service ought to be provided in a drawing before castings of floor slabs are done.

Therefore, the committee met and reviewed the following:

  1. Architectural working drawings
  2. Structural working drawings
  3. Original medical working drawings
  4. Schedule of material for the project
  5. Summary of labor
  6. Summary of estimate for material
  7. Contingency

The new committee came up with 10 rooms on the 1st floor and 11 rooms on the second, giving a total of 21 rooms not 32 rooms that were earlier designed at the same space and the same dimensions. The committee brought in some professional such as:

  1. Felix Lawal (Mechanical Engineer)
  2. Joshua Aberah (Electrical Engineer)
  3. Timothy Kogi (Quantity Surveyor)
  4. Felix Sedua (Clerk of works) who was later replaced by Arc. Bitrus Pama having secured a permanent appointment with the Kaduna State College of Education.

To achieve this dream, the DCC executive realized that the source of funding the project was not yielding a positive result thus, decided to apply for a loan of forty five million naira (N45.M) in December 2013 from ECWA Staff Investment Scheme (ESIS).  When the loan was secured, the DCC Accountant, Mrs. Josephine Mohammed, and the Auditor, Mr. Shuaibu Dembo were co-opted into the committee to control the financial aspect of the project. The Committee completed its assignment to be dedicated in November, 2014.
